It could be the Colonel because as the mayor states, “he hates Mark” which would imply he was looking for revenge, which it a motive. Then there’s the mayor. It could have been him, and now by shouting at the Colonel he’s attempting to subtly frame him, but his body language implies that he’s sincere in his grief
